Alright, so I've identified the EEPROM, SST39SF040, and I've got the datasheet for it.
Tho it seems I have to manage 16 address pins and 8 data pins to dump the data, that's going to be pretty difficult without an eeprom reader!
Any thoughts?

From my point of view, it's less time,
money and effort to buy another BCR2000 for $85 on EBay and part your
damaged one out for parts.....I certainly as would others, love to buy some
replacement encoders.....at $3 to $5 each, you have made more than the cost of
the second BCR2000....
