Assuming that the USB connection works correctly both ways, there may be something wrong with the content of your presets or the way you're handling them.
For instance:
- you don't actually save your presets on the BCR as memory presets
- you do save your presets on the BCR as memory presets, but "forget" to activate them as the "temporary preset" (which is the only preset that can actually SEND data)
For a few tips on these matters, you may wish to look at the FAQ -> "MIDI communication" section of the BC Manager Manual (even if you're not using BC Manager).

To investigate what (if anything) is transmitted via USB (in particular FROM the BCR), you can use a MIDI message sniffer (if that's the right term...), e.g. (on Windows) MIDI-OX or my own MIDI Tools or BC Manager.

By the way: how are you connecting your (hardware?) synths?
In operating mode U-1 the BCR outputs all its MIDI messages to the computer via the USB connection, NOT to its "real" MIDI output sockets (you'd need to switch to an S-mode for that).
