Thanks for giving me some good ideas on how common functions can be mapped. Was not clear on using different midi channels before. I think I am understanding what you wrote, have to read and re-read again..
For this project, I think I would need to have constant access to all track volumes all the time (top 16 encoders mapped to 16 track volumes). This will be a live theater production and I forsee needing to adjust more than one encoder at the same time. I think I understand in the way you are describing that I would have to choose each track by pushing a button before I could adjust any parameters on that track.
It still would be nice to be able to map an encoder to scroll through choosing/highlighting each channel as I turn one encoder. I think something like this is possible because I remember reading about someone's template where they used one push encoder to scroll up and down through clips, and another to scroll left and right through clips, and then a push on one of the encoders to fire the clip.

If you have selected any one of the BCR USB modes then this turns the BC
into a Midi interface and you will need to select it in the Controller
section of Live.
Send the 'dump' to the BCR and then the tracks will correspond to the 8
columns of the BC (called Instant mapping see the tutorial help under
Control surfaces to see the mapping)
I am unaware of how you get to channel 9 to 16. In Sonar you simply
press the <> switches to move by 8 tracks.
I can see that the Novation has a next/previous 8 tracks so perhaps you
could search out what Midi messages it sends to achieve this and program
the BC in the same way.

So, I guess you would like to have a single 'strip' on the BC and select
the track that it would apply to?
Perhaps blocks of 8 might be easier.
