The profile can only use the setting the printer provides. If it provides too much ink, you'll get over-inking problems despite the profile. And if it is ink starved, you will get weak blacks, regardless of the profile. In effect, the profile says "print 0, 0, 0 (black)", and the media setting defines what 0, 0, 0 means, be that too much ink, or too little. So its a cooperative venture to find the optimal media setting, plus the optimal profile on top of it.
