First of all, the Tempo of 117bpm is the DEFAULT for Pianosoft Disks.
The pianosoft disk are recorded live and NOT to any tempo so there is 
no point in changing it from the default.

You could load the midi file into a sequencer and change the tempo, 
BUT again there would be no point as the pianist would not adhere to 
it as it was played lve.

Yes they are correct and yes the notation is a mess. Yet again this 
is because it was played in REAL time. This has nothing to do with 
the tempo but more to do with Quantisation, (time slots per second).  

When the songs are recorded the piano has to put each note / event 
into a "time slot". The more time slots per second you have the more 
acurrate the music will be. The problem occures when you try to 
display the music as there are far less time slots to put the notes 
into. This means some of the notes have to go into the same slots and 
others have to go into the next slots.  If you record the music with 
say 960 time slots / second then you need to display it at 960.
However sequencers can only display at a much lower resolution. This 
is because there are only so many notes that can be displayed in a 
bar. (hemi-demi-semi-quaver).
