Disklavier

I am certainly not a Veloset expert, but I have used Veloset to adjust 
the volume of many midi files downloaded from the internet.  I have 
never had Veloset reject a .fil or .mid file nor have I ever seen the 
message that you have reported.  perhaps I have just been fortunate in 
the files that I have operated on with Veloset, but I would think that 
in the hundred or more files that I have brought into Veloset that I 
might have encountered the problem that you report.  What happens when 
you import the midi file into Cakewalk?  Do you get a similar message?  
If so, perhaps the midi file has been corrupted somehow in the download 
to your computer.
