Windows 95 (old) WILL format either 720 or 1.44. I am not sure about Windows 98. Unfortunately Microsoft figures no one has a need for 720 anymore. I have found that there is several devices that use the 720s.

Seems to me that your issue is that XP does not format 2DD 720kb disks. (I don't know about Win7.) I had the same issue, but was able to find a program that allows XP to format the disks. Let me know if you're still having problems, and if so I'll try to figure out how to upload the program to this group.
