Paul- I can't recall having the problem you mention on mine. I did check the manual- it did mention in the Master Module section that the various velocity cuves were included only for the keyboard version of Emax- said they have no purpose with rack versions. I'd start by feeding the Emax a steady stream of notes- blocked in various velocity levels straight from your sequencer. It will be easier to check where the breakpoint is if there is one. Maybe the Voyageur is sending other info that the Emax can't interpret. I have set the curve to a simple Linear curve but when playing via my Voyager, I only get max velocity at about 80% Voyager velocity and anything above this actually makes the sound quieter. What I think might be happening is: The Emax only recognises 1-100 and anything from 101-127 from the Voyager is getting interpreted as a lower value. Is this correct?
