To add to Ted's great advice. I would recommend examining the circuit paths for a burnt/dark coloration. I had this on my keyboard circuit board and was able to scrap off the damaged insulator and clean the copper pathways and regain functionality. Also exmaine the solder joints where the IC sockets are attached to the board for damage. Finally, which you should do first while you are reseating the IC.
