Sort of. You load the loop right into pHATmatik. And then generate the 
midi file right from within pHATmatik and drag it into the arrange 
window on the pHATmatik track. It then plays back from the pHATmatik 
instrument track. And you can also trigger the individual slices from 
your midi keyboard controller.

I haven't used Recycle, but yes; pHATmatik doesn't always yield great 
results at slowing tempos down. It doesn't seem to do the individual 
slice stretching/crossfading thing that Recycle does. It's a tradeoff I 
guess between functionality and convenience.
