The Emagic instruments don't respond to program changes unfortunately. One way to do what you want to do is: merge the two programs into one new EXS program (open both in the Instrument Editor, copy all in one instrument, paste in the other, save under a new name). Now use key-switching or controller-switching to switch between the different layers of the program -- see the 'select by' parameter in the group-section of the instrument editor. Make sure both instruments have their own group (i.e. all zones from the 1st instrument are in group-1, and all zones from the 2nd instrument are in group-2).
