Think about it: Either you want note events to be chased (in that case the sustained notes just have to start along with the ones starting in place) or you don't. To play sustained/chased note at a level which would be reached by a natural decay XYZ seconds after they started would mean that Logic had to know which module you were using and then automatically adjust the velocity of the chased notes following this information.
