No, not drag and drop. But it's just as easy. There is a "load multiple 
samples" option under one of the menus in the EXS instrument editor.

Yes. You are presented with a dialogue box with a few options when you 
load multiple samples. One of the options is to load them all in 
chromatically (like a drum kit) with them all remaining at their root 
pitch. So there is no additional work necessary, unless you want to 
rearrange the order they are loaded in.
