The samples file is in a RAR compressed format, and I don't know a lot about Tiger (I'm still in OS9), but I'm pretty sure you need a utility to decompress that file. Otherwise, your system won't know what to do with it. Have you tried to use UnStuffit - isn't it standard in OSX? If that doesn't work, you could go to a shareware site and look for a RAR utility for OSX.
