Why not copy the same EXS instrument to 2 different instruments (it doesn't take up any more memory). The you can copy the midi part to the second instrument and delete the CC64 messages from it and limit by keyrange for both. If you wanted the same functionality for live input you could split the incoming midi stream via note range and then use a transformer to filter the CC64 from the appropriate stream.
