i'm not sure this is fully working for what i seem to encounter. i admit i'm a complete 
novice with the project manager so i might have missed a step or two - i just had it 
scan all my files (no problems) and then loaded a few exs instruments. here's what i 
found: the exs finds the samples ok but it still takes a second or five to think about 
getting them. once i accessed the exs instruments i was able to much more quickly 
move through the previously accessed instruments. i quit logic, restarted, opened 
logic and found again the previously accessed instruments loaded much faster than 
ones i hadn't yet accessed.

it seems to me each exs instrument still has to be opened at least once before the 
fastest access times can be had and be remembered by logic.

i expect to be corrected if i'm an idiot and have missed some crucial element ;)
