If you open the audio configuration window from the audio menu you can use
the hand tool to drag fx from slot to slot.  Holding control down should
copy the fx.

There are some problems:

 If an insert fx is automated you have to drag to the same numbered slot
e.g.. slot 3 to slot 3 or you will lose the automation data (track
automation) or control the wrong slot fx (object based midi automation.)

Also, you cannot drag fx AND scroll the page at the same time.  The
destination slot is rarely ever in view. So you drag as far as you can in
the visible window to an empty slot, then scroll the window up or down to
reveal the destination slot and then drag the fx again.  You may have to
scroll more than once.

An alternative is to save the fx settings as logic fx presets using the
triangle drop-down menu and then open new instances at the destination
channel and select those presets again.  This can be quicker depending on
how much scrolling you would have to do in the  audio config window.

People have been asking for the hand tool in the track mixer for a while
now.  Saving all the fx in a channel or multiple channels (fader scenes) as
a setting has also been requested.

I would also like to request that Logic transfers track automation with fx
that get moved between different slot numbers.  I see this as a bug so would
like to see it fixed in the Windows versions as well.
