In GSP2101 Program Change sent are set and refer to the program number - program 1-PC0, program 10-PC9, program 99-PC98. If you need different PC messages in a single bank then you would have to put different programs into single bank. But if you have programmable MIDI device then you can set it to react to the received PC message in bank 1 - from 0-9, bank 2 - 10-19, etc.
