I am comfortable around a circuit board, so I actually took the encoder apart completely and cleaned the wiper contacts using some very fine carbide paper (wet and dry paper (use dry please!!), made sure they were contacting with the track and just for good measure I used some contact cleaner on the tracks.  Never had a issue since. Try the contact cleaner first, may just do the trick, if not, you may want to try my 'extreme' method :)
