Strange that it's such a problem in a user-friendly Mac world ;-) on PC you just start up Windows in 'VGA or Safe Mode' and change the resolution..
Strange there is no analogy in Mac world.

  mistaken), then maybe you can boot into X, remove the entire 
  Preferences folder from the OS9 System folder, and try booting into 9 
  again.  It might be that monitor resolution is stored in some other 
  prefs file, such as Finder preferences or what not.  Afterwards move 
  the 'obvisouly innocent' preferences-files back to the newly created 
  Preferences folder.

  If all that still doesn't work: boot into X, start the Script Editor 
  and put it in record mode.  Switch the monitor to some (supported :) 
  resolution, and save the recorded script as an application (just hope 
  that res-switching is indeed being recorded).  Now put the script 
  into the OS9 > System > Startup Items folder and boot into 9.  The 
  script should execute and switch the monitor-resolution.  Then remove 
  it from the Startup Items folder.
