As a first start, I suggest you get a demo board (rather than a bare chip). Until you have a proven tool chain (software to programmer/debugger to board to chip) it is best to minimise the number of unknowns. You will also need a JTAG programmer / debugger interface. The lowest cost option is one of the parallel-port Wigglers. They are so cheap it is hardly worth building your own. I bought my wiggler from Olimex. They also supply demo boards. I see that www.embeddedhub.com are the Singapore distributor for Olimex and they list shipping options for Malaysia so they might be an option.
