bug in I2C?

I am using LPC2294. I had a problem with I2C and found something that I can't explain when I scoped teh I2C lines! When setting the STA bit, the I2C module transmits the I2DAT register automatically where I didn't write anything in it!!!. Is this normal? How can I just do a "start"? Thanks, Gus
