Hello, 
  Can I connect any TTL chip working at 5V to the LPC2104 GPIO's???

Hello Vineet,

this depends on your TTL Chip.
Check your Datasheet what your IC will interprete als "high". There is
always a min. Voltage given.

Chips that use TTL levels can be connected directly.

Be aware that external TTL chip has to be powered from +5V. You can use 
74HCT versions without any problem.
This way you can connect GPIO's only if it is configured as output 
(connected to 74HCT input), but if you want to use TTL output connected 
to GPIO configured as input, check if your processor has 5V tolerant inputs.
