Just an update: I changed the EG chip and that did not solve the problem.  Next I swapped the VCA and the voice disappeared altogether so I swapped back the original VCA and the synth now works fine. Very strange.

I am scavenging chips from a CS50 voice board that I bought a couple of years ago through this site.  Apparently the board was 100% operational so I guess I could have fried the VCA desoldering it from the board. Still doesn't get me closer to working out what the problem with the CS80 was. A good result however.
