You might also be able to get 3 parts as Engineering Samples through your
volume distributor.  Motorola in my experience has generally been willing to
sample a reasonable number of parts through their distributors as long as
you are willing to provide project information (design name, estimated
annual usage, end customer, etc.).

it is common for most large volume distributors to attempt to force you to
buy in tube/tray lots.

I have been able to buy ones/twos from  http://www.newark.com  although
their policies seem somewhat erratic.  Also Digikey  http://www.digikey.com
has recently started carrying Motorola parts (but I don't know about your
exact part number).

  Part of your problem may be that you are looking for a very specific part
number.  Back off a bit and do your prototyping at 5.0 V with a more widely
available part.

Finally, don't depend on the vendor web sites.  Actually call your
salesperson and beat on them a little bit.  If you've taken the time and
made the effort over the years to develop a good relationship with them they
will sometimes bend the rules a bit.
