I've had CZ voice chips go bad but the synth still played it was just distorted. The clue was the NEC voice chip was warmer than any other chip on the board. Maybe you could check to see if the uPD7811 CPU or another TTL support chip is getting warm. Other than that you're going to have to look for the clock signals on pins 30 and 31 and see if the CPU isn't being interrupted (pin25) or in permanent reset mode (pin28). Sometimes if a display fails it can cause this. I do not have the CZ3000 schematic but looking at the CZ1000 and CZ5000 prints they are very similar.
