Both the CZ-3000 and CZ-5000 are incapable of transmitting or receiving velocity data in the range of 0 to 127. As you read, the CZ-1 does indeed send and receive the full range. The CZ-3000 and CZ-5000 transmit velocity data as 64. I forget whether vv = 64 -> 127 is note on and 00 -> 53 is note off, or if note off is just vv = 0 and anything else is note on. (I think its the latter, but you can check as was suggested in the midi implementation sheet or in the CZ MIDI Guidebook (available in the files section). Hope this helps.
