In my copy I see clearly the following text on the page 17, line 7 from bottom:
(Note. Any sustain steps in the sound charts of this book will be indicated by a little arrow, shown pointing at the level value for that step.)
After you have asked this, I was sure you are right concerning the fact it's an indication for the step where was set sustain point. But i wanted the confirmation, so I've just go through the text from beginning, hoping that there must be some explanation for the arrow, and found this on the page 17.

Of course I read the manual and the Easy CZ Book introduction or else I wouldn't be here asking questions yet.
I just looked again on page 17 of the Easy CZ Book as you mentionned and I didn't find any explanation for the meaning of the arrows in the envelopes parameters.
Anyhow, it must stand for the sustain points or else I don't see what else it could indicate...
