this is a memory issue. Try taking the photoshop memory partition right
down to the defaults and see if it launches then. If it does, you can
start raising it again.

I had hell with PS6 in OS X until I made two copies of the app, one for
running in OS9 and one for running in classic mode, with different memory
partitions.
