You can' t take file that were put together to print on one system ("quadtone", Imageprint, etc.) and print them on a different system. If you're going to do it right, you'll need at least three different systems. If not, you're going to leave out some very good work, regardless of which system(s) you exclude.
Another point: You've got to get someone to do the prints that really understands the particular system they are printing on. You're not going to have very good luck just getting inexperienced people to to the work.
You might be better of figuring out a way for the artist to do/supervise the printing. You could still do the framing, but the critical control would still be with the artist.
Also, what are your print size limits (min and max)?
