I just talked to Red River Paper about getting metric sizes made and yes, they will custom cut sizes for you. The extra charge for this is $10 per cut.
The expense of doing extra sizes like A4 would be the packaging, they said - so if you get a custom size, it will only be shrink-wrapped. They would like to do metric sizes, but as 99% of their business is in the USA, it's not worth it for them.
So yes, you could get one of their rolls cut down. The smallest roll they make is 17" x 50' long, but it would probably make better economics to get a larger roll cut down, as you said, so that you could use both halves.
But they do a cut sheet size of 13'x38' (although not in all papers), which I might avail myself of at a future date.
