You can set the snapping on the Arrange page (upper left corner, little drop down menu). I think you can look at the key commands to accomplish (or make a workaround). For example you can move the SPL (the cursor) to a Logic marker start position, or move it forward or back to the next bar, beat, part, tick or 8 bars. Then I think there is a command (but not sure) that you can move a selected object to the cursor position - perhaps the "pick up" commands - or some such strangely named key commands.
