Yes, Ed's observations are right.

Due the specific drop sizes of the 2200 at 2880dpi 
the 40 to 45% ink limit is the normal range.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
