That depends if you use MIDI clock or MIDI timecode.
For MIDI clock, the tempo is determined by the time between each clock tick.
There will inevitably be some jitter on MIDI bytes sent by a PC/Mac, so that
jitter becomes a tempo instability.

For MIDI timecode, what is transmitted is an absolute time reference in the
form of regular quarter frame tick messages.
These will still be subject to jitter, but because the spacing of messages
is a fixed time, it is possible to filter out the jitter by
soft-synchronising the slaved absolute time source.
This is what Cirklon does, and it means the internal MTC reference on
Cirklon has virtually no jitter compared to the master.

The downside of using MTC is that you need to set the same tempo at master
and slave.
You can't filter out jitter from MIDI clock, without causing a lag in
response to any sudden tempo change.
