The likelyhood is there is a short circuit on the stuck step PCB.

>I finished one side of the Programmer on the COA#3 panel , powered it up ,
then realised i had only connected the wipers on all of the pots (no CW , no
CCW connected) on the last 'A' board before the 'B' board. I have since
soldered all pot lugs.
