I tried it out after I replied before.  I tried a couple of different
sequences and with some of them (at certain tempos) there seemed to be
no problem; but with others, the Evolver was obviously off.  So you
might be able to get around it *sometimes*,  but it's obvious that
Dave needs to do something about it in an OS update. 

Oh, and the tests I tried weren't a step too late like you describe. 
They were just barely off, but still noticeable. Perhaps it's just the
clock divide setting I was using on the Evolver...

Yeah..."hopefully"  I *hope* that turns into *definitely* :-)

Well, it's not the MD's fault that the Evolver loses the MIDI clock
on program changes :-)  Besides, it's a step sequencer.  So given the
Evolver's problem, the best that you can do is program the program
change one step before you want it to *actually* change.  BUT that
only works if you have no Evolver sounds playing on that step.

You could use a non-step sequencer to program the program change,
though...
