EXS 24 Logic Sampler Users Group

I just reinstalled Logic Pro on my Quicksilver Mac.
I run 10.3.8
It put my EXS files in the system library in application support for 
Logic.

This folder is owned by the system and doesn't allow me write access. 
Now I can change the access to the folder (in fact I did )
but this doesn't seem right.

Where do your EXS Samples and Sampler Instruments belong?
Each time I want a new sample, it takes a while for it to load.
I thought i set up the project manager to scan all of this so it would 
know where to look and cut down on load time..
What am i missing?
