The transformer might be under-sized... so it can t provide enough current, so the voltage is dropping. Does the transformer get hot?

That sounds like it could be an address line to the RAM chip not working. If each patch is 8 bytes, or 16 bytes, and is stored on an address boundary.

This behaviour is somewhat normal. Please try the following: Put the Polysix in manual mode. Tuning knob centered, pitch wheel centered, no LFO modulation.
