Unfortunately the Service Manual for the WASP does not contain the exact IC type. But there exist buffered and unbuffered versions: CD4069BE is the buffered CD4069UB or CD4069UBE is the unbuffered one. Maybe the original circuit requires the unbuffered ones, whil you usually will

Sounds to me like a faulty exponential converter of the high-speed VCO. Probably the transistor array CA3096 has to be replaced. If the module is still under warranty please return it to Schneidersladen. Otherwise I'd recommend to look for a CA3096 and replace the existing circui
