Please refer to page 3 of the user's manual (fig. 1): there is no gap. You have to AND the output with the clock signal to obtain pulses. The pulsewidth of the clock then defines the width of the pulses. Instead of this you may also use an A-162 that is triggered by the clock sig

If a socket is normalled to a signal (e.g. +12V) it does not output the normalled signal as it's an INPUT socket (i.e. the socket of the A-164 does not output +12V !). Only the internal switching contact of the socket does forward this internal signal as long as no plug is insert

I think the modules A-160/161 have the disadvantage, that they don't start with step 1, but with step 2 (and 160 also does not count musically - should be a down counter). So I would not invest into those. I think a new generation of PIC based counters and dividers would be great
