Yep, you have that problem when you set two oscillators to phase. It seems that you can t get the modulation below about 50%, even when you mute the modulator.

My guess would be the pitch envelope. The steady state pitch is independant for each osc, but the pitch envelope only applies to all 8 oscs at the same time.
