How about a chip with less flash, but more sram. Keep enough onboard flash read from a serial flash device to load the sram. Or maybe drop the flash altogether

My suggestion: On low pin count devices, should you ever revisit the concept of a secondary JTAG port, reserve a pin that selects the JTAG port at reset.
