I plugged a Yamaha FC7 into the Pedal 1 jack--the Matrix 6 senses it and will transmit the appropriate CC# via midi to my computer but only for value 0-14

... Yeah, the Matrix 6 keyboard has both. According to the manual, pedal input #2 is a momentary pedal / switch pedal. It also functions as a trigger input.

are you sure? afaik, this guy sells NARROW bodied 3396 chips only. they go into matrix-1000. m6r requires WIDE body 3396 chips, make no mistake. wide-body
