As you have a working ROM as well as the faulty one, you should be able to get a copy made if you can locate someone with the right equipment, a local computer

It sounds like hardware. First step is to always replug all the connectors. But really it sounds like the memory chip inside is not making a good connection.

You can program the encoders to act slow or fast. Normally you program them so they skip values when turned quickly, but you can just as easily have it so

To keep the BC in sync with the synth you need to send the new values from the synth back to the BC. While this is possible
