I think you are on the right track. Cleaning the pad, then letting it soak with some windex and paking the head over night, should do the trick quite nicely.

In going back thru the archives concerning the UT inks, the concern is that the Eboni(only) MAY have clogging issues IF you DO NOT clean/purge the dye inks

Its easy to have Linux on your Windows machine. Just boot from a floppy that you make with Linux, and have the rest of Linux in another partition or disk.
